What level do you get attunement slots?
Attunement Slots are the player’s maximum equipped number of Sorceries, Pyromancies and Miracles. Attunement slots are based on Attunement at level 10 Attunement the player gains his first Attunement Slot. Extra Attunement Slots come at Attunement level 10, 14, 18, 24, 30, 40, 50, 60, 80 and 99.
How many items can you be attuned to?
An item can be attuned to only one creature at a time, and a creature can be attuned to no more than three Magic Items at a time. Any attempt to attune to a fourth item fails; the creature must end its attunement to an item first. Additionally, a creature can’t attune to more than one copy of an item.
When should an item require attunement?
Although it is still possible it now takes 3 hours according to the rules. If having all the characters in a party pass an item around to gain its lasting benefits would be disruptive, the item should require attunement.
Do all magical items require attunement?
In the case of Major and Minor magic items (per Xanathar’s Guide), Minor items never require attunement (with the exception of Common Minor items, since all Common items are Minor), while Major items do more often than not. In the case of weapons and armor my guess is that it has something to do with passive benefits.
Can you wear a mantle and a cloak?
RAW wearing multiple of the same item type is up to the DM. You may be ok to wear a magic circlet under a helm, or layer on two cloaks. The DMG lists layering capes as a variant rule that can be done if your DM wants it as an option.

So yes, they could wear more than one necklace and gain the magical properties thereof. It would be up to the DM to decide how many necklaces/amulets one could feasibly wear “as intended.”
Can magic items stack 5e?
As you say, there are no rules against stacking the bonuses of magic items. This means that you’re spending 2 of your 3 magic item slots to get your +2 bonus.
Does cloak of protection count as armor?
Yes. Mage armor is an AC calculation. Cloak of protection is an AC bonus.
Do AC bonuses stack 5e?
Formulas for calculating AC do not stack. The flat bonuses from sundry items do stack, with the principal exception that no item stacks with itself (yes, this includes shields, so dual wielding shields is silly unless you plan to use one to shield bash every turn).
